EDUCATION CANNOT WAIT ALLOCATES US$14 MILLION TO THREE MULTI-YEAR EDUCATION PROGRAMMES IN SOMALIA REACHING MORE THAN HALF A MILLION CHILDREN AND YOUTH.

PROGRAMMES WILL BE IMPLEMENTED IN THE FEDERAL GOVERNMENT OF SOMALIA AND MEMBER STATES, SOMALILAND AND PUNTLAND WITH A WIDE RANGE OF PARTNERS

21 June 2019, New York – Education Cannot Wait announces a two-year $14 million allocation to support the launch of ground-breaking multi-year education programmes in the Federal Government of Somalia and Member States, Somaliland, and Puntland. The programmes target an overall total of 583,000 vulnerable girls and boys in a country stricken by decades of conflict, widespread violence and disasters, such as droughts and floods.

Education Cannot Wait facilitated the development of the programmes under the leadership of the three Education Authorities with a wide range of national and international partners. With this seed funding allocation, the Fund aims to catalyze additional financing from donors towards the total budget of the programmes that amounts to $191 million over the 2019-2021 period.

“This investment unites partners around quality education for over  half a million vulnerable girls and boys in Somalia. Finally, they will have an opportunity to lift themselves out of a cycle of disenfranchisement, violence and crisis,” said Education Cannot Wait Director, Yasmine Sherif. “This investment reaches those left furthest behind. We hope that this marks an end to their long wait for the basic right to education,”  she said. 

An estimated 3 million children are out of school across Somalia and the country has one of the world’s lowest ratios of primary-age children attendance. Only 30 per cent of boys and 21 per cent of girls of primary-school age attend primary school. At the secondary level, access to education is even more limited, especially for girls: 92 per cent of adolescents within the official age range for secondary school are not enrolled in secondary education. Children uprooted by the crisis are also particularly affected, with nearly two-thirds of displaced children not attending school.

The three programmes focus on increasing equitable access to quality education, providing safe learning environments and ensuring retention and improved learning outcomes for the most vulnerable girls and boys.  Displaced, returnee and host community children as well as children living in remote areas are specifically targeted. Activities include the rehabilitation of schools, school-feeding programmes, psychosocial support, alternative basic education and the provision of teaching and learning materials. Training and awarenesss-raising activities to increase enrolment and retention rates, address barriers to girls’ education and promote child protection and safeguarding best practices are also planned. 

Education Cannot Wait’s initial $14 million allocation is distributed over 2019-2020, with $7 million being disbursed the first year to kickstart the three programmes and $7million to be disbursed the second year, subject to satisfactory performance.

The three multi-year programmes were developed over several months in close collaboration with in-country education partners and donors. The programmes are aligned to the Education Sector Strategic Plans, Somalia’s humanitarian response plan and the Joint Resilience Action Programme produced by UN agencies in-country.

The multi-year programmes build on the achievements of Education Cannot Wait’s 2017-2018 First Emergency Response programme of $4.9 million in Somalia which focused on retaining children in schools through school feeding programmes, access to safe drinking water and promotion of hygiene best practices, support to teachers with emergency incentives, support to Community Education Committees, and the provision of teaching and learning supplies.

13 June 2019, New York – Education Cannot Wait and its partners are launching the “Act 4 Education in Crisis” campaign calling on governments, private sector companies, philanthropic foundations and global leaders to rise and support the Fund’s efforts to mobilize $1.8 billion by 2021 for 9 million children and youth living in the midst of war, forced displacement and disaster.

In times of crisis, education can play a life-saving and life-sustaining role. Yet, a large gap persists in funding for education in crisis, with just 2 to 4 per cent of annual humanitarian funding going to the education sector. This underfunding has left behind 75 million children whose education is disrupted by conflict, disaster and crisis.

Education Cannot Wait – a global fund for education in emergencies hosted by UNICEF – is filling this gap. Working with a wide range of partners, our investments provide speedy educational responses when a crisis erupts or escalates, while also linking humanitarian and development aid efforts to optimize collective efforts and ensure quality learning outcomes for children and youth in protracted crisis contexts.

“Girls and boys caught up in conflicts and crises endure abnormal circumstances of unspeakable violence, dispossession and disruption to their young lives. Their will to survival compels them to develop extraordinary resilience in coping with these sudden or chronic circumstances,” said Education Cannot Wait Director Yasmine Sherif. “If we who are spared their suffering act generously now by investing in their intellectual, social and emotional development through continued quality education, we can protect them, and help them transform their experiences and scars into creativity, knowledge and productivity, and may even open the doors for a new generation that is empowered to bring positive change.”

Education Cannot Wait’s new Case for investment in Quality Education in Crisis lays out the urgency and the value of investing in the education of children in crisis-affected countries as one of the soundest investment in human and socio-economic development and in peace and stability to make today. It is endorsed by the UN Special Envoy for Global Education and Chair of the Fund’s High-Level Steering Group, Rt Hon Gordon Brown, development ministers, education ministers of crisis-affected countries, Heads of UN agencies, private sector partners and philanthropists, global education ambassadors and civil society partners.

“Hope dies when a child or young person is unable to plan and prepare for the future, and it is up to us to keep hope alive. So, let us bridge this gap between humanitarian and development aid. Let us fund humanitarian aid in education properly. Let us ensure Education Cannot Wait has the funds to support and facilitate coordinated education responses in all the conflict areas of the world,” said Gordon Brown.

Around the globe, hundreds of civil society organizations are rallying behind the “Act for Education in Crisis” campaign.

“Across the world children affected by crises tell us that education is the key to their futures, their safety, their health and their happiness, and that it cannot be delayed. We call upon donors to urgently support the education of girls and boys, including forcibly displaced children, caught up in humanitarian crises by fully funding Education Cannot Wait so that it can provide quality, inclusive and safe education to 9 million children and youth annually by 2021,” said a coalition of civil society organizations in a joint statement issued today.

Since it became operational in 2017, Education Cannot Wait has reached 1.4 million children. This includes close to half a million refugees and over 200,000 internally displaced children and youth. Half of all the children reached by the Fund are girls.

For Aisha, a 16-year-old refugee girl in Chad who fled Nigeria after a Boko Haram attack on her village, this is the difference between the hope of becoming one day a doctor and a life of marginalization. For 12-year-old Zakaria in Syria, this means an opportunity to continue his schooling and hang on to the dream of a better future despite the conflict raging in his country.

By raising $673 million by 2021, the Education Cannot Wait Global Trust Fund responds to new sudden onset crises, such as the recent devastation caused by Cyclone Idai in Southern Africa or the escalating Venezuela crisis. The Fund also supports multi-year educational responses with a target of 25 priority countries affected by protracted crises to provide hope and opportunities to 9 million children like Aisha and Zakaria. These groundbreaking programmes, launched with Education Cannot Wait’s seed-funding allocations, need to catalyze an additional $1.2 billion in co-financing at the country level.

To date, Education Cannot Wait has mobilized over $344 million from 15 generous public and private donors. With the launch of the “Act 4 Education in Crisis” campaign, the Fund builds on its first two years initial success, deepening the support of existing partners and calling on new donors to join the partnership.

“Our strategic donor partners are generously and steadfastly seeking to meet the challenge but much more remains to be done,” says Sherif. “By working together and investing about $113 per child per year, we can empower the next generation of leaders. When we invest in the human mind, when learning is achieved, it cannot be taken away or destroyed. Indeed, a good education is all that is left when all else crumbles.”

INTERNATIONAL DAY OF EDUCATION – MESSAGE FROM THE UN SECRETARY-GENERAL

Education DayToday we celebrate the first International Day of Education.

Education transforms lives. As United Nations Messenger of Peace Malala Yousafzai once said: “one child, one teacher, one book and one pen can change the world”. Nelson Mandela rightly called education “the most powerful weapon which you can use to change the world.”

Long before I served at the United Nations or held public office in my own country, I was a teacher. In the slums of Lisbon, I saw that education is an engine for poverty eradication and a force for peace.

Today, education is at the heart of the Sustainable Development Goals.

We need education to reduce inequalities and improve health. We need education to achieve gender equality and eliminate child marriage. We need education to protect our planet’s resources. And we need education to fight hate speech, xenophobia and intolerance, and to nurture global citizenship.

Yet at least 262 million children, adolescents and youth are out of school, most of them girls.  Millions more who attend school are not mastering the basics.

This is a violation of their human right to education. The world cannot afford a generation of children and young people who lack the skills they need to compete in the 21st century economy, nor can we afford to leave behind half of humanity.

We must do far more to advance Sustainable Development Goal 4, to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Education can also break and reverse cycles of intergenerational poverty. Studies show that if all girls and boys complete secondary education, 420 million people could be lifted out of poverty.

Let us prioritize education as a public good; support it with cooperation, partnerships and funding; and recognize that leaving no one behind starts with education.

GOVERNMENT OF CANADA ANNOUNCES US$38 MILLION PLEDGE FOR EDUCATION CANNOT WAIT [EN/FR

GENEROUS CONTRIBUTION FROM CANADA TO PROVIDE ACCESS TO EDUCATION FOR GIRLS LIVING IN CRISIS AND EMERGENCIES

2 December 2018, New York – The Prime Minister of Canada, Justin Trudeau, announced a significant new CAD$50 million (US$38 million) pledge to Education Cannot Wait during today’s Global Citizen Festival in South Africa.

The Government of Canada stressed that its contribution will “improve children’s education in countries facing humanitarian emergencies and crises” and that “investing in education, especially in crisis situations, empowers girls and prepares them for the future”.

This new pledge from Canada to Education Cannot Wait tops up its initial US$15 million contribution for a total of US$53 million in contributions to date. Canada is now the second-largest donor to the Fund.

The funding will provide much-needed gender-responsive education for girls living in the midst of crisis, in war zones, in refugee camps, in displacement and in emergencies settings.

Canada’s pledge marks an important milestone as leaders from the G7 step up efforts to deliver on the commitments of this year’s Charlevoix Declaration, which promises to increase equal access to quality education for girls and women.

In the declaration, G7 leaders underscored the value of a quality education for girls in crisis settings to “promote peace and security and drive improved health and life outcomes” and committed to “continue investing in girls’, adolescent girls’ and women’s quality education in developing countries, including in emergencies and in conflict-affected and fragile states”.

“Canada’s pledge sends a clear signal to the world that girls and adolescent girls everywhere can no longer be left behind, that they deserve equal access to education and opportunities. Today, Canada, together with the broad coalition of Education Cannot Wait’s partners, is telling the world that girls matter. We are telling the world that education cannot wait for the 39 million girls living in war and disaster that don’t have the opportunity to go to class, learn and thrive,” said Yasmine Sherif, Director of Education Cannot Wait.

Education Cannot Wait, a new global fund for education in crisis and emergencies hosted by UNICEF, seeks to mobilize US$1.8 billion by 2021 to provide access to safe, reliable, quality education for 8.9 million children – half of whom will be girls – enduring some of the worst possible human conditions on the planet.

Girls and adolescent girls living in crisis are often excluded from education. They are 2.5 times more likely to be out of primary school and 90 per cent more likely to be out of secondary school than those living in countries where there is no crisis. Girls’ access to quality education in conflict and crises settings helps to protect them against the risks of childhood marriage and early pregnancies, sexual assault and gender-based violence.

LE GOUVERNEMENT DU CANADA ANNONCE UNE CONTRIBUTION DE 38 MILLIONS DE DOLLARS USD AU FONDS EDUCATION CANNOT WAIT

LA CONTRIBUTION GÉNÉREUSE DU CANADA RENFORCERA L’ACCÈS À L’ÉDUCATION DES FILLES ET ADOLESCENTES VIVANT DANS LES PAYS EN CRISE

2 décembre 2018, New York – Le premier ministre du Canada, Justin Trudeau, a annoncé une nouvelle contribution de 50 millions de dollars CA (38 millions dollars USD) au fonds Education Cannot Wait dans le cadre du Global Citizen Festival aujourd’hui en Afrique du Sud.

Le gouvernement du Canada a souligné que cette contribution va « améliorer l’éducation des enfants dans les pays touchés par des urgences et des crises humanitaires » et « qu’investir dans l’éducation, surtout en situation de crise, renforce le pouvoir des filles et les prépare pour l’avenir. »

Cette nouvelle contribution du gouvernement du Canada à Education Cannot Wait s’ajoute à sa contribution initiale de 15 millions de dollars USD pour un total de 53 millions de dollars USD à ce jour, hissant le Canada au deuxième rang des plus importants donateurs du Fonds.

Le financement permettra d’assurer un accès équitable des filles et adolescentes vivant dans des zones touchées par les guerres et les crises humanitaires, dans des camps de réfugiés ou en situation de déplacement interne, à une éducation qui leur fait cruellement défaut. Le tout, à travers des programmes d’éducation prenant en compte la dimension genre.

Cette contribution du Canada constitue une étape importante dans les efforts des dirigeants du G7 pour tenir les engagements pris dans la Déclaration de Charlevoix plus tôt cette année. Le texte promet d’accroître l’égalité de l’accès à une éducation de qualité pour les filles et les femmes.

Dans la Déclaration, les dirigeants du G7 ont souligné l’importance d’une éducation de qualité pour les filles vivant dans des situations de conflits et crises: «  une éducation de qualité favorise la paix et la sécurité et favorise l’amélioration de la santé et de la qualité de vie », ils  se sont engagés à « investir dans une éducation de qualité pour les filles, les adolescentes et les femmes dans les pays en développement, y compris dans les États en situation d’urgence, en proie à des conflits et fragilisés. »

« La contribution du Canada est un signal clair pour le monde entier que les filles et les adolescentes ne peuvent plus être laissées pour compte, qu’elles méritent un accès égal à l’éducation et à des chances égales. Aujourd’hui, le Canada et la vaste coalition de partenaires du fonds Education Cannot Wait, disent au monde entier que les filles sont importantes. Nous disons que l’éducation des 39 millions de filles et adolescentes qui sont dans des situations de guerre et de catastrophes et n’ont pas la possibilité d’aller en classe, d’apprendre et de s’épanouir ne peut pas attendre », a déclaré Yasmine Sherif, Directrice de Education Cannot Wait.

Education Cannot Wait est un nouveau fonds mondial pour l’éducation dans les situations de crise et d’urgences. Le Fonds, hébergé par l’UNICEF, cherche à mobiliser 1,8 milliard de dollars USD d’ici 2021 afin de fournir un accès à une éducation fiable, de qualité et dans un environnement protecteur à 8,9 millions d’enfants – dont une moitié sont des filles – vivant dans des conditions parmi les plus difficiles sur la planète.

Dans les situations de crises engendrées par les guerres et les catastrophes, les filles et les adolescentes ont un accès plus limité à l’éducation. Elles sont 2,5 fois plus susceptibles de ne pas fréquenter l’école primaire et 90 % plus susceptibles de ne pas fréquenter l’école secondaire que les filles dans les pays où il n’y a pas de crise. Education Cannot Wait – a new global fund hosted by UNICEF – which will provide access to 8.9 million children living in crisis by 2021, including over 4.4 million girls – is making great strides to protect girls from violence across the globe by working with governments, leading non-profits, donors and other essential stakeholders to empower access to education for the millions of girls and adolescent girls living in refugee camps and displacement centers, and on the edge of crisis, war zones and emergencies.

The facts around violence against girls and women – especially girls and adolescent girls living in crisis – are simply astounding. Girls in crisis settings are 2.5 times more likely to be out of primary school and 90 per cent more likely to be out of secondary school than those living in countries where there is no crisis. Analysis from 2015 indicates that 39 million girls were out of school or had their education disrupted because of war and disaster.

By providing vulnerable girls and adolescent girls with education, empowering female teachers, strengthening protection and promoting policies that connect gender-responsive approaches to education in emergencies, Education Cannot Wait bridges the humanitarian-development divide, particularly in protracted crises, and links urgent humanitarian needs to sustainable and systemic change.

“For girls and adolescent girls enduring crisis and conflict, we have to be especially firm and principled in our approach, because they are also subject to additional discrimination simply because of their gender. The best we can do to serve them is to deliver on our promise of quality education, which also entails protection and targeted measures to ensure access, equality and continuity,” said Sherif.

BRIDGING THE GAP TO PREVENT VIOLENCE

Integrated responses are required to build safer schools – some schools in refugee camps, displacement centers and on the edge of conflict and emergencies have become targets for violent attacks, while others have seen reports of sexual violence against both boys and girls.

In Afghanistan, Chad and Ethiopia, Education Cannot Wait funding has helped spur a comprehensive combination of interventions focused on training teachers, community engagement, protection measures and the rehabilitation and construction of water, sanitation and hygiene facilities for girls.

In Afghanistan 2.2 million girls lack adequate teaching facilities and women teachers – that’s more people than live in Botswana today. With support from Education Cannot Wait and a new three-year programme that will reach over 500,000 children, including a quarter of a million girls, teachers are being recruited and trained to work in refugee and displacement camps.

“Teaching these girls is a wonderful opportunity for me. I am also glad to see that many girls are encouraged to resume their classes when female teachers are available,” said Ms. Paria, whose class has seen 40 girls return to school thanks to the recruitment of their new biology teacher as well as extended community activism to ensure more equitable education.

In the Lake Chad Region, where 3.5 million children are at risk and violent attacks on girls, forced marriages and abductions are commonplace, Education Cannot Wait has already reached over 100,000 girls.

For bright-eyed dreamers like the 16-year-old Aisha who lives in the Dar es Salam Camp in Chad, new educational opportunities provide a renewed sense of security.

“”Here in Dar es Salam [camp], we have food to eat, we go to school, we play with friends, we feel safe,” said Aisha.

THE GLOBAL CONTEXT

The Education Cannot Wait Gender strategy aligns with the Call to Action on Protection from Gender-based Violence in Emergencies, formally launched in 2013 by the United Kingdom and Sweden, key donors to the Education Cannot Wait Fund. Ongoing gender-responsive initiatives also align with the Inter-Agency Standing Committee’s Gender Handbook for Humanitarian Action and its Guidelines for Gender-based Violence Interventions in Humanitarian Settings, as well as the Inter-Agency Network for Education in Emergencies (INEE) Minimum Standards for Education.

By 2021, Education Cannot Wait plans to reach 8.9 million children living in crisis. Approximately 50 percent of these children will be girls and adolescent girls, with plans for two-thirds of teacher training to be directed to females. That means over 4.4 million girls – more than the total population of Gabon and Slovenia combined – will have the knowledge, power and skills training they need to stand up against violence and build a better world for generations to come.

GOVERNMENT OF GERMANY ANNOUNCES 15 MILLION EUROS PLEDGE FOR EDUCATION CANNOT WAIT

SUSTAINED SUPPORT FROM GERMANY ENSURES QUALITY, RELIABLE EDUCATION FOR CHILDREN LIVING IN THE WORLD’S MOST SERIOUS CRISES

20 November 2018, New York – The Government of Germany announced today a substantial 15 million euros (US$ 17 million) pledge for Education Cannot Wait, a new global fund dedicated to respond rapidly and provide sustainable quality education to millions of children and youth living in crisis worldwide.

The new pledge adds to Germany’s initial 16 million euros ($US18.7 million) contribution to Education Cannot Wait, providing a total of 31 million euros ($35.7 million) in contributions to date and making Germany the third largest donor to the Fund. Today’s announcement is an important milestone for the coalition of donors, United Nations (UN) agencies and civil society partners working together through Education Cannot Wait, as it ensures the Fund reaches its 2018 target – on its way to a total first funding goal to mobilize US$1.8 billion over the 2018-2021 period.

The announcement was made at the launch of UNESCO’s 2019 Global Education Monitoring Report in Berlin, Germany. “Education and training are the keys with which to unlock development. Yet there are still 75 million children and young people caught up in crisis and emergency situations who have no way to get an education. We must act now, with resolution and determination, otherwise they will grow up without any prospects” said Dr. Gerd Müller, the German Federal Minister for Economic Cooperation and Development.

“My goal is to invest 25 per cent of the development ministry’s budget in education and vocational training. As the next step we are launching a special initiative on training and job creation, setting up new training and jobs partnerships with German and African businesses. At the same time we are strengthening the international education fund for children in emergency situations with an investment of 15 million euros. This money will be used to fund school books in Yemen or to support 60,000 children in Indonesia following the devastating tsunami, so that they can still be taught” said Müller.

Education Cannot Wait has reached more than 800,000 children and youth with quality education – of which 364,000 are girls – in 19 crisis-affected countries since it became operational in early 2017. With continued support from donors, the Fund, hosted by UNICEF, will exceed its target with over 1 million children by the end of 2018.

“This generous pledge further confirms the global role of Germany in showing compassion, generosity and concrete support to those furthest left behind. This funding will accelerate our determined joint efforts to reach 8.9 million children and youth in emergencies and protracted crisis by 2021 and fill the US$8.5 billion funding gap for education in crises” said Yasmine Sherif, Director of Education Cannot Wait.

“The millions of children and youth silently struggling in crisis who do not have access to quality education today sustain themselves by dreaming of one. This renewed pledge from the government of Germany may be the realization of that dream. It signals a continued commitment to achieve our goals for equitable education for every boy and girl on the planet by 2030 as outlined in the sustainable development goals” she said.

Education Cannot Wait is the first and only global fund for education in emergencies and protracted crises countries. In partnership with donors, UN agencies, civil society, national governments and other key actors, the Fund is pioneering a new way of working that establishes education as the point of convergence in the humanitarian-development nexus to rapidly deliver agile, well-coordinated and sustainable quality education through collective efforts for children and youth in war zones, emergency areas and other crisis hot spots.

Education Cannot Wait has invested $134.5 million in 19 crisis-affected countries to date. These include 16 First Emergency Response allocations to countries facing sudden-onset or escalating crises, such as a recently announced programme to support children impacted by the tsunami and earthquakes in Indonesia. Four countries have been targeted by Education Cannot Wait’s two-year Initial Investments Programmes to date. The Fund also recently announced its first seed funding to roll out innovative multi-year programmes in Afghanistan, Bangladesh and Uganda, while such mulit-year programmes are also planned in 20 other crisis-affected countries by 2021.

“By catalyzing agile, responsive and jointly planned programmes, education cannot wait ensures taxpayers’ money or strategic donor investments get to the people in need rapidly and sustainably,” Sherif said. “Education Cannot Wait brings all partners together to respond without delay and to remain until every child and young person have benefited from their non-negotiable right to quality education. Refugee, internally displaced or war-affected, both girls and boys, disabled and other-abled, make up the 75 million with a right to education in conflict and disasters. Thanks to Germany’s generous and continued contribution, their right, their dream, may come true.”

Children and youth in fragile and conflict affected countries are 30 per cent less likely to complete primary education and half as likely to complete lower-secondary education than other children. Indeed, conflict widens education inequalities, particularly gender and wealth disparities, derailing global efforts to build a more peaceful world.

“For a little over a $100 a year, a child or an adolescent living and growing up in the abnormal and testing circumstances of conflict and disasters will be able to get the quality education they deserve and need to give them hope, to give them a future,” said Sherif. “Now is the time to invest in these children and youth. Their education cannot wait. If our intention is to make a difference, we need to act today. Because, tomorrow might be too late.”

FROM THE ASHES OF WAR AND VIOLENCE SPRINGS HOPE

CHILDREN LIVING IN CENTRAL AFRICAN REPUBLIC’S DISPLACEMENT CAMPS FIND A PATHWAY TO EDUCATION

Jospin is a 13-year-old boy living in the Kaga Bandoro Internal Displacement Camp in the Central African Republic (CAR). He came here almost four years ago by foot with his mother, father and seven brothers and sisters. Like many of the 680,000 people who have been displaced by wide-scale uptick in violence in CAR, Jospin had never been to school.

Now with support from Education Cannot Wait, and the backing of a broad international coalition that includes the Norwegian Refugee  Council, INTERSOS, UNICEF and Plan International, Jospin is in school and hopes one day to become a doctor.

“I think I am 13 but my birth certificate was lost when they burnt my house. I am from a village 17 kilometers away, on the road to Kabo. Three years ago, we fled the village on foot. We sought refuge on Kaga Bandoro’s church site, then on the internally displaced persons site near the [United Nations Peacekeeping Base] when the church was attacked. I had never been to school before becoming an Internally Displaced Person. I started going to school for the first time here and I love it. I am in 3rd grade now. I have decided to become a doctor because once I was sick and I went to the hospital and this big man, the doctor, treated me. He was very kind. So, I have decided to become a doctor, too, so I can help my people one day.”

The new Kaga Bandoro school, supported in part with funding from Education Cannot Wait, has 11 classes and 1,675 registered children. All the 11 teachers are themselves displaced and live on the site.

 “I teach 80 children in the 4th year of primary school. Now I see that many of these children have become advocates for their friends, they convince the parents to send the children to school,” said 52-year-old widow and mother of five, Elizabeth, who was displaced over four years ago and now works as a teacher in the Kaga Bandoro school.

Despite this progress, huge challenges remain. With the constant displacement of populations due to insecurity in the region and a steady flow of refugees and internally displaced people, resources are stretching thin in Kaga Bandoro’s school. On a recent Education Cannot Wait mission to the school, more than 80 children were in attendance in one of the temporary classrooms, which only had 40 children just the week before.

Recent estimates from UNICEF indicate that more than 357,400 children lost access to education, health and protection services due to the violence and protracted crisis in CAR.

PROVIDING SUSTAINED SUPPORT FOR EDUCATION IN EMERGENCIES IN CAR

To date, Education Cannot Wait’s initial US$6 million allocation has reached an estimated 65,000 children, 31,000 of whom are girls. The support in CAR extends across a broad range of activities, designed through local engagement, to build lasting solutions to one of the world’s most significant education crisis today.

The funding from Education Cannot Wait is working to provide a range of formal and non-formal education opportunities for out-of-school children in the central and northern areas of the country.

Coalition partners are also implementing specific interventions focused on early childhood education, as well as youth-focused activities that incorporate basic literacy and mathematics alongside vocational and life skills training.  In addition, both UNICEF and INTERSOS are focusing on the quality of education by providing materials to both children and teachers, and building local technical capacity to provide education in emergency contexts. The Norwegian Refugee Council also implemented a successful “Accelerated Learning Programme,” allowing primary school children to catch up on schooling missed due to their displacement.

Building on these initial results, Education Cannot Wait is now focusing on kick-starting a new multi-year programme that will provide sustained support for education in emergencies in CAR. Discussions are underway with high-level government officials to outline the immediate needs for support, also connecting with a variety of stakeholders, including UN representatives, NGOs, and boys and girls whose lives have been uprooted by crisis.

BUILDING MULTI-YEAR RESPONSES

“The development of the Multi-Year Response Programme is already serving as a resource mobilization tool with potential funding being discussed with key donors, including the European Civil Protection and Humanitarian Aid Operations department (ECHO) and the Central African Republic Humanitarian Fund, building toward a goal of mobilizing some US$75 million for the three-year programme,” said Education Cannot Wait Senior Advisor Graham Lang, after a recent mission to CAR.

The education system in CAR faces structural challenges that can only be addressed through multi-year programming connecting practical on-the-ground work to build schools, provide supplies and fund teachers, with longer-reaching policy and support programmes to build capacity, improve teacher training and create the enabling environments required for long-term sustainability.

It will be an uphill battle in CAR.  Prior to the crisis only 67 per cent of children were attending school, and in 2009 it was estimated that only 35 per cent of the population was literate.

Elizabeth has already taken on the battle: “We have the responsibility to teach these children and make sure they do not become bandits. If they do not go to school, what will become of them?” she says.

“Through sustained and more collaborative efforts among donors, humanitarian and development aid actors and with the Government, this is a fight we must win, as the future of an entire nation is at stake,” said Lang.

CHILDREN RETURNING HOME TO BENEFIT FROM US$2.5 MILLION IN FUNDING TO REHABILITATE 50 CLASSROOMS AND BUILD CAPACITY FOR 800 TEACHERS

New York, 10 October 2018 – Connecting a broad international coalition that includes Plan International, Save the Children, Street Child and UNICEF, Education Cannot Wait announced a new allocation totaling US$2.49 million to provide safe and equitable access to education for 194,000 conflict-affected children – 52 per cent of whom are girls – in the Adamawa, Borno and Yobe States of North East Nigeria.

The overall emergency education package includes US$210,000 for Plan International, US$249,999 for Save the Children, US$230,000 for Street Child, and US$1.8 million for UNICEF.

The 12-month programme coordinated by the Education Cluster in North East Nigeria in partnership with the Government of Nigeria, will support capacity building for 800 teachers and rehabilitate 50 classrooms. In all, 116,400 internally displaced children and 77,600 children permanently settled in these regions will be targeted with the intervention, which will provide educational supplies, permanent schools, basic humanitarian support, and training for teachers to promote the psycho-social development of these war-affected students.

“This support is essential in responding to the immediate needs of the people of North East Nigeria,” said Yasmine Sherif, Director of Education Cannot Wait, a new global Fund that has already reached close to 1 million children living in conflict. “Education for all cannot be an afterthought in crisis. This First Emergency Response is just the beginning of our efforts to break the cycle of poverty and violence in the region, and protect boys and girls returning from conflict and still living with the scars of war. As we scale up this work through multi-year investments along with other local, national and international actors, we will expand our support to include more comprehensive actions to reach the estimated 1.8 million children in the region in need of this targeted support.”

The conflict in North East Nigeria and neighbouring states has been devastating, with schools and children often targeted in violent attacks.

“Girls were raped, children were forced into violent extremism, teachers were murdered, and families were ripped apart by this protracted crisis,” said Sherif. “If we are to reach our goal for universal, inclusive and equitable education for all as outlined by world leaders in the 2030 Agenda for Sustainable Development, immediate action needs to happen – not just in Nigeria, but across the globe.”

Since the rise of armed conflict in 2009, some 1,400 schools have been damaged or destroyed in Nigeria. In Borno State alone, 57 per cent of schools remain closed today.

According to Human Rights Watch, in some cases students recruited by Boko Haram attacked their own schools and killed their own teachers. An estimated 19,000 teachers have been displaced by conflict in Nigeria since 2009, with 2,295 killed in the violence.

“Without teachers and without schools, the children of this region have very limited opportunities. To halt the continued scourge of violent extremism in the region – and protect our most valuable natural resource, our children – we’ve partnered with key actors in this humanitarian response phase to help rehabilitate schools, train teachers, provide essential educational supplies and get boys and girls back in safe and secure educational environments,” Sherif said.

The situation in North East Nigeria continues to be a highly complex humanitarian crisis. With 7.7 million people in need of humanitarian assistance, including 4.3 million children who remain the primary victims of the ongoing conflict.

“This First Emergency Response funding is specifically designed for sudden onset crises or escalations of existing emergencies such as what we are seeing in North East Nigeria and neighboring states today,” said Sherif. “This is a start, but the magnitude of the crisis requires specific, extensive, multi-year engagements to get Nigeria’s boys and girls back in safe schools and help them recover from years of conflict.”

Education Cannot Wait has been operational for just over a year, the new global Fund was created to mobilize US$1.84 billion in funding by 2021 to provide reliable and quality education to 8.9 million children affected by crisis.

Powerful speech by Gordon Brown on why we must fund education for refugee children

Full speech of Rt Hon Gordon Brown, United Nations Special Envoy for Global Education & Chair of the ECW High-Level Steering Group (HLSG) on Action for Refugee Education

In 2016 world leaders agreed to strengthen the international response to the global
refugee crisis and grow support to meet the needs of refugee and host communities.
This included promising “to ensure all refugee children are receiving education within a few months of arrival and to prioritize budgetary provision to facilitate this, including support for host countries”.

The new Global Compact on Refugees sets out a Programme of Action which includes commitments to “expand and enhance the quality and inclusiveness of national education systems to facilitate access by refugee and host community children and youth to primary, secondary and tertiary education”. It also commits to “provide more direct financial support to minimize the time refugee boys and girls spend out of education”.
However, more than half of the world’s refugee children – 3.7 million – remain out of school.
Despite this we believe that progress is possible and that having agreed our aims we must act to deliver them.
The High-Level Meeting on Action for Refugee Education will bring together refugee hosting states, donor governments, multilateral institutions, the private sector and civil society to agree how to accelerate and improve efforts to deliver these commitments.
The Meeting will explore efforts to:
• include refugee populations in national education systems
• improve learning outcomes for refugee and host communities
• and support greater responsibility sharing, especially via more and better financing.

 12 YEARS TO BREAK BARRIERS AND LEAVE NO GIRL BEHIND

Today, more girls are in school globally than ever before; but 132 million are not, particularly those in emergencies and in conflict-affected and fragile states. Millions more drop out before they complete their education, and progress for the most marginalized girls is far too slow. These girls struggle to learn the basics, and are under-represented in secondary education, where they would gain the skills, knowledge and opportunities for a productive and fulfilling life.

Far too many girls continue to face barriers to their education, across the lifecycle from early years, through adolescence and into adulthood, including poverty; sexual and gender-based violence; child, early and forced marriage; early and unwanted pregnancy; and restrictive social norms and expectations. Other barriers rest within the school, related to deep-rooted gender discrimination, unequal power relations, and inadequate facilities. By some estimates, one in ten girls in sub-Saharan Africa miss school during menstruation. Gender-based violence in, around and on the way to school knows no geographical, cultural, social, economic or ethnic boundaries. Inclusive, equitable education, in safe and secure environments, which reaches the most vulnerable, including children with disabilities, remains fundamental to achieving the empowerment and economic equality of girls and women, especially in developing contexts and countries struggling with conflict.

Today we meet to take stock, to reaffirm and issue new policy and financial commitments, and to agree on next steps for joint advocacy and action to achieve results for all girls.

We acknowledge that much progress has been made in 2018 to make concrete commitments to advancing girls’ enjoyment of their human right to education, and a contribution to social development, economic growth, and the achievement of the Sustainable Development Goals (SDGs). The G7 Summit in Canada and the Commonwealth Summit in the UK agreed on commitments with a particular focus on supporting adolescent and highly marginalised girls while they confront enduring barriers to their achievement of positive learning outcomes; while the Global Partnership for Education conference in Senegal saw developing countries commit themselves to invest a further $110 billion in education, coupled with $2.3 billion of ODA pledges by donors. Education Cannot Wait, in barely one year, invested close to $100 million in emergency response plans and multi-year resilience programmes in which 50 percent of the beneficiaries are girls and the majority of teachers are female. With 2030 in sight, we must continue the momentum for shared responsibility, global solidarity, and accountability to ensure no girl is left behind.

We together call on girls themselves, their families and communities, governments, international organizations, civil society and the private sector to join us in our commitment to undertake individual and collective action to dismantle barriers to girls’ education, and to:

  • Increase girls’ access to schools and learning pathways, with a focus on the most marginalized, including those in contexts of emergency, conflict and fragility.
  • Provide opportunity for 12 years of free, safe and quality education that promotes gender equality, builds literacy and numeracy skills, and skills for life and the jobs of the future.

To close existing gaps, we resolve to:

  • Promote gender-responsive education systems, including plans and policies, budgeting, teaching and learning approaches, curriculum and learning materials;
  • Improve coordination between humanitarian assistance and development cooperation, ensuring commitment to gender equality and prioritizing improved access to quality education for girls and women in the early stages of humanitarian response and peacebuilding efforts;
  • Enact and enforce legislation, providing opportunity for 12 years of free basic education, and dismantling barriers to education through wider reform, such as on child, early and forced marriage;
  • Invest in teachers, creating incentives for male and female teachers to provide quality learning opportunities, and expanding professional development in gender-responsive teaching practice;
  • Focus on the hardest to reach girls, including girls in situations of conflict, crisis and fragility, rural girls, and girls with disabilities;
  • Champion schools as safe spaces for learning, free of gender bias, violence and discrimination;
  • Engage communities, parents, boys and men, and girls themselves to challenge the patriarchal beliefs, practices, institutions and structures that drive gender inequality;
  • Monitor progress, and ensure the collection of sex-and age-disaggregated data on a regular basis and its use to redress gender disparities in education and their causes across the lifecycle;
  • Implement integrated and multi-sectoral approaches which empower adolescents to avoid sexual risks and prevent early pregnancy and sexually transmitted infections;
  • Prepare girls for jobs of the future, building digital skills and closing gender gaps in science, technology, engineering and mathematics education.
  • Strengthen international, regional, national, and South-South cooperation to champion girls’ education and make gender equality in and through education a reality.

We commit to galvanizing political will to deliver on the SDG 4 commitments to girls’ education and use upcoming events such as the Global Education 2030 Meeting organized by UNESCO in December 2018 and the SDG High Level Political Forum in July 2019 to take stock of progress in the count down to 2030.

DOUZE ANS POUR SUPPRIMER LES OBSTACLES ET NE LAISSER AUCUNE FILLE DE CȎTÉ

 

 Jamais autant de filles n’ont été scolarisées dans le monde. Toutefois, 132 millions de filles ne vont toujours pas à l’école, en particulier dans les États fragiles, en situation d’urgence ou en proie à des conflits. Des millions d’autres filles quittent l’école prématurément, tandis que les progrès enregistrés pour les plus marginalisées d’entre elles sont encore bien trop lents. Pour ces filles, acquérir les compétences fondamentales est un véritable combat. Elles demeurent en outre sous-représentées dans l’enseignement secondaire, où elles pourraient pourtant acquérir les connaissances et les compétences nécessaires pour construire une existence riche et accomplie.

Les filles et les femmes sont encore beaucoup trop nombreuses à rencontrer des obstacles à leur éducation, tout au long de leur vie, de la petite enfance à l’âge adulte, en passant par l’adolescence : pauvreté, violences sexuelles ou liées au genre, mariages d’enfants, précoces ou forcés, grossesses précoces ou non désirées, ainsi que des normes et des attentes sociales trop restrictives. L’institution scolaire elle-même maintient un certain nombre de barrières : discriminations fondées sur le genre, relations de pouvoir inégalitaires et infrastructures inadaptées. Selon certaines estimations, une fille sur dix, en Afrique subsaharienne, manque l’école pendant ses menstruations. Les violences liées au genre à l’intérieur, aux abords ou sur le chemin de l’école ne connaissent pas de frontières géographiques, culturelles, sociales, économiques ou ethniques. Il demeure donc essentiel d’assurer les conditions d’une école inclusive et équitable, d’une éducation dispensée dans un environnement sain et sûr, qui inclut les plus vulnérables, y compris les enfants en situation de handicap. Il s’agit de rendre les filles et les femmes autonomes, y compris sur le plan économique, en particulier dans les pays en développement et en situation de conflits.

Nous sommes aujourd’hui réunis pour prendre la mesure de cette situation, pour affirmer à nouveau notre volonté d’avancer, pour définir de nouvelles mesures et des engagements financiers et pour convenir d’actions communes afin de garantir des résultats pour toutes les filles.

Convenons-en, de nombreux progrès ont été accomplis en 2018. Des engagements concrets ont été pris afin de garantir que les filles puissent jouir pleinement de leur droit à l’éducation, un droit fondamental contribuant au développement social, à la croissance économique et à la réalisation des objectifs de développement durable (ODD). Les Sommets du G-7 au Canada et du Commonwealth au Royaume-Uni ont débouché sur des engagements précis, notamment en faveur des adolescentes et des filles les plus marginalisées, tandis que la Conférence du Partenariat mondial pour l’éducation organisée au Sénégal a vu les pays en développement s’engager à investir 110 milliards de dollars supplémentaires dans l’éducation, auxquels s’ajoutent 2,3 milliards de dollars de la part de donateurs. Education Cannot Wait / Éducation ne peut pas attendre a investi en à peine un an près de 100 millions de dollars dans des plans d’intervention d’urgence et des programmes pluriannuels de résilience dans lesquels 50% des bénéficiaires sont des filles, et la majorité des enseignants des femmes. Dans la perspective de l’échéance de 2030, nous devons entretenir cette dynamique en faveur d’une responsabilité commune, d’une solidarité mondiale et d’un principe de redevabilité, pour faire en sorte qu’aucune fille ne soit laissée de côté.

Ensemble, nous appelons les filles elles-mêmes, ainsi que leurs familles et communautés respectives, les gouvernements, les organisations internationales, la société civile, le secteur privé, tous les acteurs de l’éducation, à s’engager avec nous, et à agir, à titre individuel ou collectif, pour lever les obstacles à l’éducation des filles et pour :

 

  • améliorer l’accès des filles à l’éducation et aux parcours d’apprentissage, en ciblant les plus marginalisées d’entre elles, notamment celles qui se trouvent dans des situations d’urgence, de conflit ou de vulnérabilité ;
  • assurer 12 années d’un enseignement gratuit, sûr et de qualité, qui s’attache à promouvoir l’égalité de genre et à renforcer les compétences en matière d’écriture, de lecture et de calcul, ainsi que les compétences nécessaires à la vie quotidienne et aux métiers de demain.

 

Afin de combler les écarts qui existent, nous sommes déterminés à :

 

  • promouvoir des systèmes éducatifs prenant en compte les questions de genre, notamment en matière de planification, de réglementation, de budget, d’approches et de ressources pédagogiques et de programmes d’enseignement ;
  • améliorer la coordination entre l’aide humanitaire et la coopération pour le développement, en garantissant un engagement de tous les acteurs en faveur de l’égalité de genre, et en faisant de l’accès à une éducation de qualité pour les filles et les femmes une priorité dès les premiers moments de l’intervention humanitaire et les premiers efforts pour instaurer la paix ;
  • promulguer et faire appliquer des lois permettant d’assurer 12 années d’un enseignement de base gratuit et de lever les obstacles à l’éducation, grâce à des réformes plus larges, portant par exemple sur les mariages d’enfants, précoces et forcés ;
  • investir dans les enseignants en mettant en place des mesures incitatives pour que les enseignants, hommes et femmes, puissent bénéficier de conditions d’apprentissage de qualité et soient formés aux pratiques pédagogiques qui intègrent une perspective de genre;
  • se concentrer sur les filles les plus marginalisées, notamment celles qui se trouvent en situation de conflit, de crise ou de vulnérabilité, celles qui vivent en milieu rural et celles qui ont un handicap ;
  • promouvoir les écoles en tant que lieux d’apprentissage sûrs, exempts de préjugés, de violences ou de discriminations liées au genre ;
  • encourager les communautés, les parents, les garçons et les hommes, ainsi que les filles elles-mêmes, à remettre en question les croyances, les pratiques, les institutions et les structures patriarcales qui favorisent les inégalités de genre ;
  • suivre les progrès et assurer la collecte de données réparties par sexe et par âge de manière régulière, et suivre l’utilisation de ces données pour remédier aux inégalités fondées sur le genre dans l’éducation ;

 

  • adopter des approches intégrées et multisectorielles qui donnent aux adolescentes les moyens d’éviter les risques liés à la sexualité et de prévenir les grossesses précoces et les maladies sexuellement transmissibles ;
  • préparer les filles aux métiers de demain, développer leurs compétences dans le domaine du numérique et combler l’écart entre filles et garçons dans l’enseignement des sciences, de la technologie, de l’ingénierie et des mathématiques ;
  • resserrer la coopération internationale, régionale, nationale et Sud-Sud pour promouvoir l’éducation des filles et faire en sorte que l’égalité de genre dans et par l’éducation devienne une réalité.

 

Nous sommes déterminés à mobiliser les volontés politiques en vue de la réalisation des engagements de l’ODD 4 en faveur de l’éducation des filles, ainsi qu’à mettre à profit les grandes manifestations à venir, telles que la Réunion mondiale Éducation 2030 organisée par l’UNESCO en décembre 2018 et le Forum politique de haut niveau consacré aux ODD en 2019 pour dresser un bilan des progrès accomplis au regard de l’échéance de 2030.
