This report was produced by the Overseas Development Institute (ODI) as part of an Education Cannot Wait (ECW)-supported Global Partners’ Project, bringing together the Global Education Cluster (GEC), UNHCR, the UN Refugee Agency, and the Inter-agency Network for Education in Emergencies (INEE). This report presents a global framework for analysis of formal coordination approaches for education planning and response in emergencies and protracted crises. Setting up the evaluation criteria for the six case studies in Bangladesh, Chad, Democratic Republic of Congo, Ethiopia, Iraq and Syria, this report and case study series aims to improve coordination and joint planning among actors. Sections include research design, country context, global frameworks, coordination mechanisms, process evaluations, evidence, implications and principles for joint planning.
