This is the Evaluation Report for the independent organisational evaluation of ECW undertaken by Mokoro Limited. The evaluation covers the period since ECW's inception in 2017, and focuses on the strategic plan period from April 2018 to the end of 2022. It is intended to help shape ECW's next strategic plan, for 2023–2026. The evaluation’s task has been to assess ECW's achievements and lessons learned so far, and to provide recommendations on how ECW can further strengthen its systems, strategies, and programme modalities. The evaluation build on recent evaluations of the First Emergency Response (FER) and Multi-Year Resilience Program (MYRP) modalities, incorporates an evaluation of the Acceleration Facility (AF), and examines how well ECW's organisation has supported its performance. The evaluation paid special attention to gender and equity dimensions.
